Favorites reappearing

i have no sync turned on
i have no one drive turned on
i update windows defender daily
what i don't have is a simple explanation why months after i delete favorites they suddenly reappear ... again and again
i remain completely totally and absolutely underwhelmed by this pile of crap called windows 10
oh, did i mention the core element of windows 10 seems to be the ability to need to click everything and anything TWICE to get a response ... and yes i checked the mouse settings - insert eye rolls

Welcome to the forums @robertallenone . I've got just a few questions to help get to the bottom of this!

Which browser are these favourites in (i.e. Edge, IE, Chrome, FireFox, etc...)?

Do you have iCloud installed? Are you using a Microsoft Account to sign in or a local user account? Do your favourites sync to your phone or tablet in any way? I know you mentioned sync was turned off, but there are so many ways that this can happen - i.e. phone backup software.
