Agreed! Nothing else can be usefully offered. The thread may just as well be closed unless the op is eventually successful.
One curious thing, if it is being blocked, it seems to be available in the OS safe mode. That indicates a service is blocking it.

Ok my friends. Your help,consideration and advice is most gratefully accepted and I thank everyone here.

Conclusion then; Find offending blocker (not to sure how), Reset system (this will take off all apps and 3rd party software and start afresh) Nice little task for Christmas and the New Year.
