After trying to get a specialist vinyl printer/cutter to install under Windows 10, the print spooler turned off and would not come back on. I was faced with a computer that would not print anything. After a great deal of frustration, I had to revert to Windows 7. At least I could get everything to work again.

Probably a driver issue. Did you check with the printer manufacturer for support?
I think we are going to find that a lot of external peripheral devices that worked with Windows 7 are simply not going to be Windows 10 compatible, without a Windows 10 driver from the manufacturer to support it.

Yes, the manufacturer - Roland _ had their tech installing drivers, but in the end they made things worse. Not only would the Roland not work, but neither would an Epson and a Cannon. Anyway so it goes.
