Uncontrollable scrolling on some programs

ever since early march i have uncontrollable scrolling on windows made applications and some other applications and i have tried using a new mouse using new drivers rebooting in safe mode and restarting computer edit its gotten worse scroll bar now jumps and automatically scrolls on applications that used to not do that when i reported this
