I installed it, do not notice any changes at all. It took about 12 minutes. The changes are all under the hood so to speak. MS won't say exactly what they update anyway.

The problem is that MS does not EVER say what exactly an update does, not just this one. Users have a right to know what is being put on their machine.

This is not available in my Windows Update (Win 10 Home). Is it version specific?

I got this update on the 27th of last month.
Check your update history, you may already have it and have just not noticed it.

Look at the two versions. Something is strange in Redmond.

No, that's a different update. Have a look at the numbers again, there are indeed different. KB3124262 vs. KB3136562 (new update).

Also, it is worth noting that Microsoft has not deemed this as a traditional cumulative update. In the update history after updating to version 10586.79, it says 'Update for Windows (KB3136562)'. Under more info, it says the following:
Update for Windows (KB3136562)
Fix for KB3136562

Well I did it.
Not particularly awe inspiring but it didn't seem to produce any problems, at least none that I've manage to discover thus far.

I just did the updates and first thing I noticed is how much faster I was able to do anything after restart. What I mean is if I wanted to go to Edge, Chrome or just to settings I had to wait for a couple seconds but after update I can go to whatever I wanted to open and it opens immediately. Just seems like a better management of CPU and Memory.

What is strange is that the KB number is the same as the one from Jan 16th.

I don't have any notification. What I do see which makes me hesitate is this:

Scrolling down that list, I don't have any of those updates that it says it is replacing.??

I think this may be an internal update which is still being thrown around and has not yet been published.
