I want to use the windows 10 from my old laptop and throw the laptop away- is there a way to transfer it since I am the original licensee of the Software - or is it to a specific CPU / Motherboard ?

Short answer..... Yes.
Caveat..... Only if your copy of Windows 10 is a Retail License (and you have to remove it from the old device).
Strictly speaking OEM or digital licenses acquired via upgrade are not transferable

If it came preinstalled, or was an upgrade to a version of 7 or 8 that originally came with it, then no, like Trouble said. If it's a retail version, then yes. I've done it with retail versions of XP, 7, 8, and 10.
