Windows 10 trying to 'out think me'

Sometimes when I 'touch' a window with my mouse, it decides instead of moving the window, it 'thinks' I want to 'maximize' it.

Is there any way to TURN-OFF Windows trying to anticipate my mouse movements?

It's not a feature or function of "Windows".
More likely it's associated with the pointer device you are using.
IF a laptop with a touch / track pad, take a look at settings, commonly referred to as "gestures"
Even some of the more robust handheld mice have some advanced features which may need your attention as to their settings and sensitivity.

You could be experiencing this feature:
Right click the start icon and select the Control Panel
Select Ease of access
Make mouse easier to use
Prevent windows from being automatically arranged.....

In addition to the above I'd also ensure that you have the correct driver for your pointing device installed.

Sounds like a trashy mouse button to me. If you double click the top bar it will toggle between regular window and maximized window. A trashy mouse button will make and break connection multiple times, simulating a double click on a single click. I've replaced more mice from this very issue than any other issue.
