Settings -> Update & Security -> Advanced options -> Choose how updates are delivered
Slide the slider to "On" and tick the radio button that says PCs on my local network, and PCs on the Internet

First, are you using a registry cleaner? I don't trust them any longer because update became corrupted when I had Windows 7. I think it was because I had cleaned and defragged the registry. Bad move. I had to do a clean install. I used a Windows ISO to reinstall Windows 7. Everything went fine, but updating A TON of updates took a lot of time, even though they installed fine thereafter. My point is that you may have to do a fresh install if something is amiss with Windows update.
